👥 Who Was in the Room?
NSHE institutions (CSN, UNLV, UNR, TMCC, WNC, GBC, NSU) participated, representing admissions, financial aid, records, IT, and governance leadership. The group brought a front-line and operations-focused lens to the PeopleSoft Campus Solutions environment. Many participants interact daily with the challenges tied to duplicate data, fragmented identity management, and cumbersome administrative workflows.
🎯 What We Set Out to Do
This workshop aimed to surface friction in day-to-day administrative processes within Campus Solutions, and identify root causes that impact student experience, data accuracy, and institutional efficiency. The session also explored governance and cross-institutional alignment, with a focus on agility for the next 5–10 years. The discussion used Beyond’s P3S2 lens (Policy, Procedure, People, System, Structure) to frame both strategic and operational blockers.
🔍 What We Heard
What’s Working
Staff praised system-wide communication about policy changes
Cross-institution collaboration and informal problem-solving were called out as strengths
Limited system customizations were seen as a positive foundation for shared efforts
Some student-facing processes are improving where tools like BI dashboards or CRM integrations are underway
What’s Not
Identity management is fragmented across onboarding, offboarding, and role assignment
Duplicate resolution and cross-instance data sync is an exhausting manual burden
Admissions workflows are slowed by ID-verification delays, disconnected platforms, and multiple applications
Advising lacks visibility into degree progress and suffers from long appointment delays
Registration and records teams re-verify identity repeatedly and lack integrated forms or SMS channels
Tuition and billing are unclear to students, with poor visibility into balances and aid
Financial aid suffers from disjointed awarding processes and unclear communications
System resources crash during peak periods
Training for new staff is inconsistent and insufficient
Governance struggles to balance shared structure with local campus flexibility
Innovation is slowed by lack of action-oriented system office leadership
🧭 Where We Go From Here
Infrastructure
Identity lifecycle management needs to be standardized and automated across systems
Duplication and reconciliation must be addressed at the architecture level, not just by training more staff
Oracle update lag (PUM releases) for some environments is creating performance bottlenecks and security risks
People & Process
Training is universally flagged as a fixable gap — onboarding, cross-functional basics, and job-specific workflows are all under-resourced
Degree audit systems are underused because they’re unreliable; students and advisors both distrust the information
Financial aid and billing workflows rely on staff to bridge broken or unclear processes with students
Governance
While communication is strong, there is no single governance model across the three PeopleSoft instances
Shared-instance campuses are calling for flexibility to implement localized process changes
Governance lacks speed for AI adoption, automation, and agile response to student needs
There is broad support for system office leadership to shift from policy communication to active facilitation and implementation

Elevate Identity & Data Governance
Develop a shared framework and toolset for managing person identity, role provisioning, and data hygiene across all PS instances.
Build a Staff Enablement Function
Launch a coordinated training initiative focused on core SIS roles — admissions, financial aid, records — using system-wide standards and local practice integration.
Simplify the Student Workflow Experience
Redesign forms, integrate SMS notifications, and centralize degree audit functionality to reduce bounce-around and increase trust.
Move Toward Cross-Instance Integration Readiness
Architect for shared data services and middleware that can enable modern CRM and AI layers, regardless of PeopleSoft configuration.
Reinforce Governance with Action Capacity
Evolve from communication-only governance toward a model that funds, implements, and supports campus innovation at pace.

This synthesis will guide the next phase of Beyond’s roadmap and friction resolution effort. It will also inform recommendations tied to data architecture, SIS workflow optimization, and governance redesign.
